Declaring AROs and requirements

Here's a question: Can you declare an ARO for which you do not meet the requirements, but might after the next short skill is declared?

Here's an example of what I mean: Trooper A, who has sixth sense lvl 2, is standing inside a smoke template when Trooper B moves within is zone of control with his first short skill. Trooper B does not have stealth, so Trooper A gets to react to his movement, but cannot see him because of the smoke.

Trooper B is also equipped with MSV lvl 2. Trooper A knows this and, if he was reacting to a BS attack, could shoot back thanks to sixth sense. But he as to declare before trooper B's next short skill.

So, can Trooper A declare a BS attack, anticipating that trooper B will shoot him with his next short skill, even if he does not meet the requirements for it at the time of ARO declaration (no LoF)? If he can, I would assume he would lose his ARO if trooper B opted to not shoot him with his second short skill.

This did not actually happen to me but I was just thinking about it today and figured I would ask what people thought.

In the case you have given yes but the reason I say yes is SSL1 (which you have if you have SSL2) allows you to delay your ARO until after the active player has declared his/her entire order. So moving past the bad example kind of making your question mute.

You can declare any ARO you want and you don't have to meet the prerequisites to you get to the resolution phase really, but if you fail to meet those prerequisites you are forced to default to the ARO of IDLE and therefore get shot/do nothing what ever.

So

Active model/s activates declares long skill, short skill or short movement skill including which equipment/weapons/special skills are being used.

Reactive model/s declare there ARO's including which equipment/weapons/special skills are being used.

Active model/s activates declares remaining short skill or short movement skill including which equipment/weapons/special skills are being used.

Resolution in which ranges are measured, LoS/LoF and any other prerequisites are established to ensure the skill declaration was legal/valid if this fails the short skill IDLE is used in its place.

So what can and is likely to happen is you are giving away free ARO's or at least making your oppoents active turn yet more powerful by declaring ARO's they can immediately make ineligible by not doing what you expected them to do and not granting you LoS/LoF for example or not entering your ZoC for hacking attacks and what not.

Huh, I had never noticed the part about delaying with sixth sense.
