Curious why your not making use of the Auxilia or Deva Functionaries though?

They are arguably some of the best LI in the game both with free throw away Heavy Flamethrowers and Neo Terra is lucky to have access to both.

Tamrielo's Tactica: Neoterran Capitaline Army is a great read and covers allot of ground.

You will find Neo Terra is a double edge sword and similar to Aleph in some ways in the fact it can be quite a cheap ($) faction to collect due to the point/SWC cost of the models but sometimes while others are knocking out 10 orders easily you will be struggling to field between 5 to 8 if your taking all of the goodies. Which can easily cost you the games in YAMS and ITS missions.

This is where the Auxilia or Deva Functionaries really shine those Devabots and Auxbot's can be used to help fulfill missions objectives without risking expensive order generators.

Some thoughts:

Have you looked at the Swiss Guard? They're Hac Tao with +1 BS and -1 WIP, I love mine. You can even take two in NCA.

Aquila Guard with an HMG is a monster, all the anti-camo you need. I haven't tried him as a Lieutenant yet though so no comment there.

I like the basic Combi Rifle Hexas for harassment and a TO decoy for the Swiss Guard. Not that the sniper version is bad, you'll just find that you want to spend your SWC elsewhere (most likely).

Garuda is good, best when deployed as AD:2 in my opinion. PH is rather low for an AD troop but Mimetism and 6-4 MOV more than make up for it.

Like VisOne said, Devas. The hacker is just awesome, MSV2+Spitfire functions like a cheaper Aquila and they make good Lieutenants, with a synchronized flamethrower bodyguard.

I applaud any man who uses a brace of Aquila... I regularly run 3 with a fusilier link and a couple of auxilia, but that's cause I'm crazy .

You might want to consider dropping the rifle from the Hexas and instead adding an HMG to one of those Aquilas: this will provide you with a more powerful weapon on a more accurate Model all while SAVING points! You can then use the remaining points to bring you combat group up to 10.

You are spending a lot of points in Aquila, but you don't have the orders to use them effectively. Possibly downgrade the Garuda to combi to give the Aquila an HMG and throw in 1 more cheerleader.

Or remove the Hexa and replace with a pair of Auxilia.

I've started fielding an Aquila Guard and a sierra dronbot side by side, gives my opponent with a Cutter coniptions because if he tries to combat camo the sierra he gets plugged by the Aquila and if he goes ftf with the Aquila he then wears the total reaction. His other option is to split burst and lose against both.

I agree. Although I believe that Neoterra is one of those armies that can get away with fewer orders because they have ways to be very efficient with them. Stupid ITS example:
